USO Digital Transformation Roadmap RFP

Project Summary

The purpose of this request is to partner with a vendor in the development of an actionable roadmap for digital transformation at the USO that details the priorities, timelines, and required investments. The goal of digital transformation at USO is to develop a data-driven culture, business processes, and technology infrastructure to advance mission delivery and fundraising efforts and to empower employees and volunteers to make data-informed decision-making. The USO identified three key strategies aligned to this objective: (1) Improve data collection and analysis capabilities to produce more efficient and effective program delivery, fundraising, and employee/ volunteer recruitment and retention, (2) The creation of new digital programs and channels to increase audiences and grow engagement through meaningful interactions among service members, military family, and donor audiences, and (3) Increase our organizational digital fluency and competence, empowering staff members to innovate and execute effectively.

The successful bidder will explore the current state at the USO, industry trends, and comparable organizations to validate our baseline and establish the foundation for transformative recommendations. Additionally, the bidder will conduct tasks to construct the future state, strategy development, and roadmap needed to build awareness, consensus, and executive/key stakeholders buy-in at the USO. The bidder shall provide a change management strategy that supports the long-term success and sustainment of transformation.

USO Strategic & Creative Agency RFP

Project Summary

The intent of this Request for Proposal (RFP) is to identify and engage the lead strategic and creative partner for the market activation phase of the USO’s Brand Transformation Initiative. This initiative is one of the five Strategic Priorities within the USO Strategic Plan, which was formally adopted by the USO Board of Governors in November 2020. The USO’s driving strategic vision is that “The USO is the way Americans support all service members and their families.” To realize this compelling vision, the USO team is taking action to transform this iconic brand. We will evolve how its critical mission of strengthening service members and their families is positioned and articulated, and we will invest in building awareness, consideration to donate, and donation conversion among a priority segment of the US population. It’s worth noting, that in parallel, an effort will be underway to drive higher awareness and brand usage among service members and their families.

We need a highly capable and collaborative strategic and creative agency partner to help us drive toward our Vision. As detailed in the Scope of Work, this engagement will include foundational and ongoing strategic planning support, creative platform and execution development, communication and media channel strategy delivery, marketing asset production management, and holistic account management.

USO Young Veteran Employment Ecosystem RFP

Project Summary

The USO, and partner organizations, identified that junior enlisted (E1 – E4) are the least likely to participate in professional services support and transition assistance programs and when they do participate, they are often 3 or more years past their military service end. The purpose of this request is to identify a partner to implement a Young Veteran Employment Ecosystem (YVEE), integrated to USO’s Data Layer, using Profisee as the selected Master Data Management solution and following the established architecture depicted in subsection “Future Architecture State” below. The implementation will increase the scope and impact of the transition programs, resulting in an increase in the placement of transitioning service members and avoidance of gapped time without employment during the early phases of their transition.

This ecosystem will be initially utilized by USO and two partner nonprofit organizations in the transition space; Hire Heroes USA and VETJOBS. However, it needs to be designed and implemented to easily scale to up to 10 partner agencies over the lifecycle of the system.

The successful bidder will expand USO’s Data Layer by deploying, configuring, and integrating Profisee to receive master data and transfer data among three partner organizations who are contributing to the service member transition process. The shared data among these three partner organizations will create a digitally driven ecosystem which will improve the effectiveness of all three organizations, increasing the reach to service members in transition and improve their hiring experience.

USO Planned Giving RFP

Project Summary

Developing a targeted planned giving program is a priority for the organization. The goal is to consistently grow 1941 Legacy Society membership and triple annual bequest revenue over the next five years. The transition from a federated structure to a single corporation (“One USO”) provides an opportunity for growth in all facets of planned giving. We want to develop a marketing plan/strategy that will resonate with key constituents, identify new gifts and provide meaningful stewardship of donors at the national and local level. Although planned giving should be available to all constituents, the focus should be on the silent generation and baby boomers that make up a large segment of the donor file. A systematic marketing effort with consistent branding and messaging will be a big key to success.

For many years, the program has lacked a full time planned giving staff person until a director was hired in May 2021. The transition from a federated structure to a single corporation (“One USO”) provides an opportunity for growth in all facets of planned giving. Most of the planned giving activity to date has been done on the national level with little coordinated activity done at the region and local levels. On average, the USO has approximately 50 to 60 new estates open each year with bequest revenue ranging from $1MM to $5MM annually. There are approximately 130 members of the “1941 Legacy Society”.
