USO Website Redesign RFP

Project Summary
USO is seeking proposals from a highly qualified agency (“Agency”) to scope, design, and implement a new enterprise website and comprehensive digital identity (“New Website”) that will replace the existing network of digital properties, including:
- USO’s enterprise website (USO.ORG)
- USO’s regional and local websites
- All other secondary websites, web pages, campaign sites, and other managed digital properties
- Third-party hosted pages associated or currently integrated with USO website
- Self-service constituent portals (“Portals”) for customers (program recipients) and supporters
This project will deliver a modern, integrated, and mobile-first digital experience that serves as the central hub for information, engagement, and program delivery—ultimately improving outcomes for all users and advancing USO’s mission to support the well-being of service members and their families.
USO plans to consolidate its current network of websites into a single, unified digital presence that clearly reflects its mission, showcases its programs, and brings its impact to life for all audiences. The new website will:
- Strengthen connections with USO community
- Improve access to programs and services
- Enhance donor recruitment, retention, and stewardship
- Unify digital communications and tools
- Streamline volunteer and staff recruitment pathways
The selected Agency will collaborate closely with USO to scope current needs and requirements, design a new digital architecture and creative identity, and develop the New Website. This includes formulating a comprehensive technical strategy, identifying and implementing an appropriate content management system (CMS), building on USO’s existing and future technology investments (e.g., Salesforce CRM and marketing tools), and recommending and implementing other supporting technologies and governance processes as needed to meet the project’s goals.
The selected Agency should demonstrate deep experience working with large, international nonprofit organizations operating in complex, multi-layered environments and a proven ability to collaborate with diverse stakeholder groups.
