Interim Chief Executive Officer

Courtney Billington serves as Interim CEO of the USO, providing strategic leadership and oversight as the organization advances its mission to strengthen the well-being of America’s service members and their families. A veteran and longtime advocate for the military community, Courtney brings extensive leadership experience across business, government affairs and nonprofit service. He previously served as Head of Government Affairs for North America at Johnson & Johnson, where he oversaw the company’s Washington, D.C. office and led federal and state government affairs for the U.S. and Canada.

For more than two decades, Courtney led Johnson & Johnson teams that transformed markets, expanded access to healthcare and delivered solutions to meet profound patient needs. Most recently, he served as President of the Janssen Neuroscience business, which offers innovative treatments and services to people living with serious mental illness. His other previous roles at Johnson & Johnson included supply chain and manufacturing leadership positions across the Pharmaceuticals and Medical Devices sectors.

After earning his bachelor’s degree from the U.S. Military Academy at West Point, Courtney served as a Quartermaster Officer in the United States Army, cultivating critical problem-solving and communication skills that have made him an effective leader and mentor throughout his career. Courtney supports the development of a pipeline of diverse leaders through education, mentorship and sponsorship. He is a member of the Executive Leadership Council and Alpha Phi Alpha Fraternity, Inc., and serves as Vice Chairman of the Mu Boule Foundation of Sigma Pi Phi Fraternity. He also sits on the board of Gava Kids, an organization that supports the education of children in Namibia.

Courtney is married with four adult children and resides in Washington, D.C.
